The following video is being circulated on social media where foreigners are seemed to be involved in the road works of Chennai city. Kishore K Swamy wrote on his Twitter page, “Did Tamil Nadu become a superpower state?! Foreigner in road construction work in Chennai. (Near Cenotaph road taken at 9.30 today)”, posting a 21-second video.

The video captured while driving shows some foreigners engaged in construction work on the roadside of Cenotaph Road.
What is the truth?
The area where the video was taken was marked as “Cenotaph Road”. From Youturn we went directly to the area. It was only when we visited in person that we came to know that they are not engaged in road work but in the work of boundary walls.
When we spoke to the people working there, they said that they are from Russia and they only know Russian and do not know English. However, only one person said in English he knew, that they had come for the work of the Russian consulate. They refrained from video recording for security reasons.
The photos we took show the construction of boundary walls around the buildings.
Also, we came to know that the building is “Russian House” located on Cenotaph Road in Thenampet. The photos show the construction of the Russian House and its boundary wall.
The information spread that foreigners are involved in road construction in Chennai is false. It is understood that the people featured in the circulated video are from Russia and they are engaged in the construction of the boundary wall of the Russian house in Chennai.
