According to the tweet, “Viral video on social media regarding promotion of forest fire by some youths, an investigation found to be Pandavakhal (Gairsain). In this regard, a case has been registered against the three youth residents of Bihar, Brijesh Kumar, Salman, and Shukhlal and all three have been arrested.”

The above information confirms that there is no mention of any communal angle to the forest fire incident that happened in Uttarakhand.
