What’s the truth?
We began our research by using pertinent keywords online like, ‘OBC Reservation in Karnataka’, and ‘Muslims reservation under OBC in Karnataka.’ This took us to an article by India Today captioned “It was Deve Gowda government that implemented quota for Muslims in Karnataka.”
According to the article, under a separate classification, 2B, inside the OBC quota, the Deve Gowda government granted Muslims in Karnataka a four percent reservation in 1995.
The Karnataka government issued an order on February 14, 1995, emphasizing that this decision complied with the Supreme Court’s direction to cap overall reservations at 50% and took into account the recommendations of the Chinnappa Reddy Commission Report.
The OBC list’s Category 2 classification of Muslims was suggested by the Reddy Commission.
In response, the Veerappa Moily-led Congress administration issued orders on April 20 and 25, 1994, designating 6% of Category 2B as “More Backward” as a reserve for Muslims, Buddhists, and Scheduled Caste converts to Christianity.
Two percent was set aside for Buddhists and SCs who became Christians, and four percent was reserved for Muslims. On October 24, 1994, the reservation was supposed to go into effect.
The Supreme Court, however, heard a challenge to the reservation. On September 9, 1994, the Karnataka government issued an interim order mandating that the total reservations, including Scheduled Castes, Scheduled Tribes, and Other Backward Classes (OBCs), not exceed 50%.
It’s interesting to note that before the order was put into effect, on December 11, 1994, the Congress administration fell apart due to a political crisis.
On December 11, 1994, HD Deve Gowda was appointed as the Chief Minister. He amended the previous government’s quota decision and put it into effect on February 14, 1995, by the Supreme Court’s interim decision.
Following the BJP government’s comeback to power later in 2019, Chief Minister Basavaraj Bommai suggested eliminating OBC classifications 3A and 3B on March 27, 2023. Whilst this encountered resistance and became embroiled in a legal dispute, which resulted in the project being dropped.
All of the above information confirms and validates that the HD Deve Gowda’s Janata Dal government was responsible for implementing the Muslim reservation under the OBC quota, not Congress as PM Modi claims.
This indicates that PM Modi is constantly spreading false information about the opposition, which occasionally leads to people believing it to be true.
Conclusion:
Therefore, we conclude that the widely circulated assertion that PM Modi claims Congress is the OBC section’s worst enemy and has stripped them of their rights is false and misleading. In actuality, it was the Janata Dal party of HD Deve Gowda, not Congress, that instituted Muslims under the OBC quota system.
Notably, the JD(S) led by Deve Gowda has now allied itself with the BJP.
