Prime Minister Narendra Modi addressed the Kshetriya Panchayati Raj Parishad of West Bengal’s Kolkatta on 12, August 2023 through video conference. He claimed that the new All India Institute of Medical Sciences (AIIMS) have been opened from Assam’s Guwahati to Bengal’s Kalyani, and from Jharkhand’s Deoghar to Bihar’s Darbhanga for better health facilities. This video clip of him speaking about AIIMS Darbhanga is seen posted on his X (formerly Twitter) account.

What is the truth?

When searching with the relevant keywords we found that Modi’s claim that AIIMS in Bihar’s Darbhanga is opened is false. We found letters related to AIIMS Darbhanga posted on X by Deputy Chief Minister of Bihar, Tejashwi Yadav and Union Health Minister Mansukh Mandaviya in a word war.

Tejashwi Yadav took to X to share a letter dated 22, June 2023 to Mandaviya in which he has requested to reconsider the land for the construction of AIIMS Darbhanga. He captioned the post “Today the Prime Minister was taking false credit for opening AIIMS in Darbhanga. The fact is that #बिहार the government has given free 151 acres of land to the center for its establishment and also allocated more than 250 crores for earth filling but unfortunately doing politics the center did not approve the construction of the proposed AIIMS. The country at least expects truth and facts from the Prime Minister but he told a blatant lie.” He also added, “In the month of June, we talked to the Union Health Minister on telephone, requested him to approve it and also wrote a letter with hope, but till date no positive action has been taken.”

Mansukh Mandaviya replied to Tejashwi Yadav’s post. He also attached a letter dated 26, May 2023 written by Rajesh Bhushan, Union Health Secretary to Pratyaya Amrit, Bihar’s Additional Chief Secretary that states that the land allotted by the Bihar government is not suitable for setting up AIIMS in Darbhanga.

His X post states “Modi government does not do politics in development but does politics of development. Our intention is clear. The permission for AIIMS Darbhanga was given by the Modi government on 19 September 2020 and the first land was given by the Bihar government on 3 November 2021. After this you came to the government and changed this place on 30 April 2023 while doing politics. The expert committee inspected the land to check the land according to the rules. On May 26, 2023, a letter was sent stating that the second land provided by the Government of Bihar is not suitable for the construction of AIIMS.”

He also added “You tell me why the land was changed, in whose interest was it changed? What did your own MLA say in the Bihar Legislative Assembly about the unsuitable land given for AIIMS? Come out of politics and immediately give proper place for construction of AIIMS ! We are ready to build AIIMS in Bihar.”

ANI and PTI posted a video on X of Bihar Deputy Chief Minister & RJD leader Tejashwi Yadav where he is seen denying Modi’s claim mentioning it as a lie. He is also seen mentioning the land proposal allotted by the Bihar government that got rejected later.

We found an update dated 22, July 2022 on the status of 16 new AIIMS under PMSSY on the PIB website. This revealed the information that AIIMS Darbhanga in Bihar has not been built yet. The timeline for completion of this project is mentioned as 48 months from the date of handing over of encumbrance-free land by the State Government. However, it is mentioned that Encumbrance free land has not been handed over by State Government yet.

Similarly, earlier JP Nadda falsely claimed 95% of completion of the Madurai AIIMS construction. Youturn covered it and published an article on it.

Conclusion

It is found that the claim about AIIMS Darbhanga by Narendra Modi is false. The land for the building is yet to be finalised and construction works are yet to start in Bihar’s Darbhanga but Modi falsely mentioned in the video conference that AIIMS Darbhanga is providing better health facilities.
