The screenshot of the tweet has #PresidentKovind in it. So we searched for the tweet and found that it was posted by Former President Kovind on 16/01/2018 and not a recent tweet by President Draupadi Murmu.

It is found that the old tweet of the then President Kovind is being shared now with a misunderstanding that President Draupadi Murmu has tweeted it as it has her image in the display picture.
It is well known that the display picture keeps updating with the image of current President.
Conclusion
The claim that President Draupadi Murmu asked the doctors to not charge some of their patients who cannot afford is misleading. It was an old tweet of Former President Kovind.
