In this case, a 2-minute and 31-second video is shared which shows the Congress leader Sagheer Saeed Khan speaking on a mic. We also see that the news screen with an infographic message as Congress rewards terror and ‘will free terror suspects’ promise on it. This video is shared with a claim stating, “Congress exposed again, Now its Top J&K leader & AICC observer Sagheer Saeed Khan is allegedly promising to give ₹ 1 crore each to the family members of terrorists killed by Indian Armed Forces. What’s the truth?

We began our investigation by looking for pertinent keywords and the video’s keyframes. This directed us to the same video that Republic World published on December 26, 2018, on their YouTube page.

The video, titled “Congress Makes Terror Reward Promise In Jammu And Kashmir,” is a longer version with a timestamp of 7 minutes and 45 seconds.

In the video, we can hear Sagheer Saeed Khan saying, “Kashmir used to be known as heaven, is now filled with corpses…those innocent people who were killed here, if Congress comes to power, their families will be given ₹ 1 crore compensation and job to one person. Those innocent people who are in jail booked in terror cases will be released. The BJP leaders who are responsible for the killings here, no matter how superior and powerful they are, a new law will be enacted, and they will be hanged. The army is just following their orders.”

We took this as a cue and searched further to understand the statement of the congress leader Sagheer Saeed Khan. This led us to many reports from December 2018.

According to the News18 report,Jammu and Kashmir Pradesh Congress Committee (JKPCC), however, rejected Khan’s statement, saying he had no mandate of the party to make any statement on its policy matter without consulting the JKPCC.

Disowning Khan’s statement, JKPCC chief spokesperson Ravinder Sharma, in a statement, said the Congress party’s stand is clear that terrorism has to be dealt with sternly and there cannot be any compromise on the issue of security and safety of the people.”

The aforementioned data unambiguously shows that the contentious remarks made by Congressman Sagheer Saeed Khan are not as recent as the assertion implies. The video in use dates back to 2018 and has no links to the ongoing Lok Sabha polls.

Thus we conclude that the viral claim of Congress leader Sagheer Saeed Khan promising ₹ 1 crore each to the family members of terrorists killed by the Indian Armed Forces is old and from 2018. Also, Congress has addressed the issue immediately by disowning and rejecting Sagheer Saeed Khan’s statement.
