What is the truth?
When searching with relevant keywords we found that the video is unrelated to Manipur violence and is from Chhattisgarh. A tweet dated 18, July 2023 by ‘NCM India Council for Men Affairs’, an NGO as per its Twitter bio, is found carrying an image of a group of men, all naked, holding placards in their hands. The tweet mentions that the men marched towards the Chhattisgarh assembly in Raipur.

The tweet further mentions that they demand the dismissal of those who grabbed Govt jobs on fake caste certificates. Another tweet by a journalist, Alok Putul is found carrying visuals likely to be from the same incident.

The tweet is captioned “The assembly session has started in Chhattisgarh today. When the VVIPs were going to the Vidhansabha, at the same time a dozen youths came completely naked on the streets. The demand of these youths was that action should be taken against the people doing jobs on the basis of fake reservation certificates.”
Times Now news reported that the SC / ST youth wing members held a nude protest on 18, July 2023 over the allegations that many people got government jobs using fake caste certificates. They tried to encircle Vidhan Sabha but were taken into preventive custody which stopped them from moving towards the state Assembly. The article also has a link to a tweet that carries the viral video mentioning that it is from Chhattisgarh.
The Hindu news report mentions that 29 youths were arrested for staging nude protest against the Chhattisgarh government. They earlier had also staged a fast unto death in May.
