On 4th September 2022, Chief Minister of Uttar Pradesh Yogi Adityanath claimed that the state had become crime-free and there were no riots in the past 5 years, while addressing the crowd in Bijnor.
Yogi Adityanath made this claim citing the National Crime Record Bureau (NCRB) data. His exact statement as per the Indian Express article was, “On the basis of the recently released NCRB report, it has been observed that no riots have occurred in Uttar Pradesh in the past five years…Danga mukt Uttar Pradesh ban chukka hai, apradh-mukt Uttar Pradesh ban chukka hai (UP has become free from riots and crime).”
What’s the truth ?
According to the NCRB data, there have been 35,040 cases of rioting in Uttar Pradesh in the last 5 years. Despite the fact that there is a downward trend in number of riots recorded in Uttar Pradesh in the last 5 years, the number is definitely not zero. Just in 2021, there were 5302 cases of riots and in these riots, there were 5,846 victims. There are 15 categories of riots according to the NCRB, among which the prominent ones are sectarion, communal, agrarian, caste conflict and political. UP has seen the number of riots going down in almost all categories ecvept riots due to enmity or rivalry.
However, this is not the first time Yogi Adityanath had made these claims that there were no riots in UP after he came to power. In January 2019, Yogi had made a tweet which claimed that March would mark 2 years of his rule and there had been no riots in his rule.
Again in March 19, 2021 Yogi made a similar claim that in the 4 years of his rule, there had been no communal riots. Ahead of Uttar Pradesh elections in 2022, a similar claim was made by Yogi Adityanath on 3rd February 2022.
Although Yogi Adityanath had been making the same claim from 2019, the NCRB data says otherwise. There have been 35,040 cases of riots in UP in the last 5 years. Moreover, the number of atrocities committed against Dalits have also been rising in UP over the past 3 years as per the NCRB data. Just in 2021, there had been 13,146 cases of atrocities committed against Dalits in Uttar Pradesh, which is the highest in the country. The number of Dalits murdered in Uttar Pradesh in 2021 is 210, which also is the highest in the country.
With actual NCRB containing this data, we find the claim made by Yogi Adityanath that there had been no riots in the past 5 years false and also the state had not become crime-free. Although the riots cases are declining, the number of crimes committed against the Dalits are steadily increasing.

Conclusion
We find the claim made by Uttar Pradesh Chief Minister that there had been no riots in Uttar Pradesh to be false. He had been making these claims from 2019 and they have been debunked many times.
